Perhaps, yeah. I made a bunch of rules on GooFans, they could be used as a base. I'll leave it to the mods to do here though.
I think it will be pretty much the same as goofans. A mod might just copy and paste from there, maybe change a word or two.
kirdneh and pugsoy is right and maybe remove the goomod part...
